I. photovoltaic manufacturing enterprises:




1. Independent research and development institutions, technology centers or high-tech enterprises at or above the provincial level.




2. The annual expenses for r&d and process improvement shall not be less than 3% of the total sales volume and shall not be less than 10 million yuan.




3. The actual output of the previous year shall not be less than 50% of the actual production capacity of the previous year.

4. The actual output of the previous year shall not be less than 50% of the actual production capacity.
