On the afternoon of March 19, the official website of the north China administration of energy published the notice of the north China administration of energy on regulating the trial operation period of wind power and photovoltaic power generation projects (hereinafter referred to as the notice).




The notice stipulates the commissioning time of grid connection, stipulates that "wind power and photovoltaic power generation projects shall complete the start-up trial operation of all units (units) within 60 days after the first generator set or the first batch of generating units are connected to the grid, and obtain the power business license (issued) within the time limit specified in article 351 after the start-up trial operation is completed

In order to further regulate the order of the wind power and photovoltaic power generation market, ensure the fair and open market, and avoid the unlicensed operation caused by excessive long time debugging of related projects, according to the notice of the state energy administration on matters related to the supervision and management of power generation enterprise licensing (state energy qualification [2016] 351)
After soliciting opinions from relevant power enterprises in the region and consulting with relevant departments of the national energy administration, our bureau intends to conduct a trial regulation on the trial operation period of wind power and photovoltaic power generation projects starting from the grid connection. The relevant matters are hereby notified as follows:




I. restrict the time of grid connection debugging and maintain the fair market order:

Wind power and photovoltaic power generation projects shall complete the start-up trial operation of all units (units) within 60 days after the first generator set or the first generation unit is connected to the grid, and obtain the power business license (power generation) within the time limit specified in article 351 after the start-up trial operation is completed; Failed to complete startup within 60 days
For the project of trial operation, the 60th day after the first grid-connection shall be regarded as the calculated time for the completion of the trial operation in article 351, and shall be taken as the starting point to obtain the power business license (power generation) within the specified time limit.


2. Strictly implement the requirements of power generation unit with license

The power grid dispatch department shall strictly implement the relevant requirements in article 351 on regulating the grid-connection of newly built generator sets, and shall not allow wind power and photovoltaic power generation enterprises that fail to obtain certificates in time to generate electricity to get online.




In order to thoroughly implement the party central committee's strategic plan on winning the battle against poverty, the anti-poverty photovoltaic power stations that fail to obtain the power business license (power generation) on schedule will not be taken off the grid for the time being. Power grid enterprises should supervise and improve the operation and management level of power grid connection and urge them to expedite the application of power business license (power generation).




Other requirements




Each power grid enterprise shall conduct a comprehensive review of the current license situation of power generating units within the network. For wind power and photovoltaic units that have not obtained the power business license (power generation) within the dispatching scope, please submit the relevant information sheet of the units to the contact mailbox of our bureau before the 5th day of each month. At the same time, please the power grid dispatch departments will pass
The requirements are forwarded to wind power and pv power generation enterprises (including projects under construction) within the dispatching scope.




This notice shall come into force as of the date of issuance. For new projects that have been connected to the grid but have not yet obtained evidence, the original relevant requirements of provincial power grids shall continue to be implemented.
